Google Play has separated its billing and service fees for developers in the US, UK, and European Economic Area (EEA).
The changes allow developers to route digital commerce through alternative payment gateways or external web domains, effective 30 June 2026. Developers can also build custom choice screens that conform to platform user experience guidelines as an alternative to the default interface.
The revised framework requires systems to calculate revenue based on a split fee structure that isolates core service fees from transaction billing charges. Financial modelling must distinguish between transactions based on the precise date of a user’s initial application installation or first update relative to regional launch dates.
Fee structures and installation categories
New installs comprise transactions from users whose first-time installation or first application update occurs on or after the launch date of the new fee structure in their specific market. Existing installs account for transactions from users whose first-time installation or first application update occurred prior to the launch date of the new fee structure in their market.
The baseline service fee is 10 percent on the first $1 million of annual earnings, which also applies to all auto-renewing subscriptions regardless of total revenue volume. For standard transactions exceeding the $1 million threshold, the service fee is 20 percent on new installs and 25 percent on existing installs.
Using external web links for transactions shifts the service fee on existing installs to 20 percent. Transactions utilising Google Play’s native billing system incur an additional five percent billing fee within the US, UK, and EEA. This processing fee does not apply to transactions routed through alternative billing systems or external web links.
The financial restructuring introduces the revamped ‘Games Level Up’ and the new ‘Apps Experience’ programmes, which offer reduced rate cards for qualified participants.
Applications meeting all performance and user experience requirements qualify for a modified fee schedule. Developers must review these explicit guidelines to prepare their applications ahead of the formal implementation date.
Under these programmes, the standard service fee for annual earnings above $1 million drops to 15 percent for standard transactions on new installs. For existing installs, the rate becomes 20 percent when using standard billing, or 15 percent if processed via external web links. The rate cards for these programmes officially become available on 30 September 2026.
Staggered rollout of Google Play billing and service fee changes
Platform changes will roll out across global markets on a fixed schedule due to the alignment required for each territory. The initial deployment launches the expanded billing choices and service fee updates across the EEA, UK, and US on 30 June 2026.
Australia receives the expanded billing choice and service fee alterations on 30 September 2026. This date also marks the availability of the Games Level Up and Apps Experience programmes across Australia, the EEA, the UK, and the US.
Core billing updates and experience programmes deploy simultaneously in Japan and South Korea on 31 December 2026. Finally, the full rollout of all billing changes and programme opportunities across the remaining global markets will occur on 30 September 2027.
